Francis was of Headgate House Colchester, and three times Mayor of Colchester. In addition to Headgate House Francis owned Hill House Lexden Essex, the Manor of Overhall and Netherhall Dedham Essex, farms at Boxted, at St Osyth (Braziers), and Ardleigh, all near Colchester.

Francis married Harriet Jane GARDINER [21408] [MRIN: 7701], daughter of Capt Edmund GARDINER Remenham Lodge ESS [21409] and Unknown, on 16 Dec 1841 in Remenham BRK. (Harriet Jane GARDINER [21408] died on 11 Nov 1871 in Headgate Hse. Colchester and was buried in St Mary at the Walls Colchester.)
