Lt.-Gen. Spencer Cowper was born circa 1726. He was the son of William Cowper He died in 1797.
He was educated at Westminster School, Westminster, London, England He was admitted to Inner Temple in 1741. He was educated at Worcester College, Oxford University, Oxford, Oxfordshire, England He gained the rank of Ensign in 1747 in the service of the 1st Foot Guards. He gained the rank of Captain in 1753. He gained the rank of Lieutenant in 1753. He gained the rank of Lieutenant-Colonel in 1761. He gained the rank of Brevet Colonel in 1772. He fought in the American War of Independence, where he commanded a brigade. He gained the rank of Major-General in 1779. He gained the rank of Lieutenant-General in 1787. He held the office of Governor of Tynemouth.
