Lord Blayney was educated at St. John's College, Cambridge University, Cambridge, Cambridgeshire, England. He was the Rector in 1739 at Muckhoe, Clogher, County Tyrone, Ireland. He held the office of Prebendary of Derry in 1740. He was the Rector in 1740 at Conubar, Derry, County Derry, Ireland. He held the office of Dean of Killaloe from 1750 to 1761.
Charles married Elizabeth MAHON [13542] [MRIN: 4525] on 3 Nov 1734.
