James was a surgeon of Harpenden HRT and the proprietor of Harpenden Hall asylum for the insane, St Albans.

Private Lunatic Asylum. An application was made to the court by Messrs James Quilter Rumball and Arthur Griffin Gumball, for a licence for keeping an asylum at Harpenden, for the reception of insane patients. Proof being tended of the required forms having been complied with, the court assented to the application. Hertford Mercury and Reformer 3 July 1847.
At the Hertford Assizes 12 July 1865 James Quilter Rumball was found guilty and fined L20 "For unlawfully receiving a lunatic in a house not duly licensed" Rumball's defence had argued that he was ignorant of the law and that the patient was suffering from delirium tremens. The court found that delirium tremens came within the definition of a lunatic as described by the Act and Rumball pleaded guilty. Pall Mall Gazette 14 July 1865
James was a regular writer to the local papers on a number of subjects
