Richard Blayney, 4th Lord Blayney, Baron of Monaghan was born after 1625. He was the son of Henry Blayney, 2nd Lord Blayney, Baron of Monaghan and Jane Moore .1
He married, firstly, Elizabeth Vincent , daughter of Thomas Vincent and Joanna Burges , on 21 March 1653/54.
He married, secondly, Elizabeth Mallock , daughter of John Mallock and Susannah Willoughby , at Camberwell, Surrey, England .
He died on 3 November 1670. He was buried on 7 November 1670 at St. Michan's Church, Dublin, County Dublin, Ireland.
He was Escheator of County Tyrone and Ulster. He held the office of Member of Parliament (M.P.) for Cavan, Fermanagh and Monaghan [U.K.] in 1656. He held the office of Member of Parliament (M.P.) for County Monaghan [Ireland] between 1661 and 1666. He succeeded to the title of 4th Lord Blayney, Baron of Monaghan, co. Monaghan [I., 1621] in December 1669.
Richard married Elizabeth MALLOCK  [MRIN: 4522], daughter of John MALLOCK  and Susannah WILLOUGHBY , in Camberwell SRY. (Elizabeth MALLOCK  died on 1 Jan 1667/68.)
